The story centers around Nobita and his friends as they embark on an underwater vacation in the Pacific Ocean. Seeking treasure, Jaian and Suneo take a journey across the Atlantic Ocean in Doraemon's underwater vehicle. However, they soon realize that the device meant to protect them is losing power, leaving them vulnerable to the elements. Luckily, they are rescued by a group of marine animals. As the story progresses, Doraemon and his companions are taken captive by the creatures of Mu, an underwater kingdom. It quickly becomes apparent that Atlantis, a rival underwater domain controlled by robots, plans to destroy Earth with nuclear warheads, believing a volcanic eruption is an invasion. With the help of a young boy from Mu, Nobita and his friends attempt to thwart the robots but are caught in the process. In a moment of despair, Doraemon's robotic underwater vehicle selflessly sacrifices itself to destroy the computer controlling the robots and nuclear weapons. Upon their return to Mu, Doraemon and his companions are hailed as heroes for their bravery.
