Fate/strange Fake centers on an imperfect replica of the Holy Grail War based on the Third Holy Grail War in Fuyuki. After the completion of the Third Grail War, American organizations of witches as opposed to the London Wizards Association, used data from the Fuyuki Grail War to plan their own rituals. Seventy years later, they use the town of Snowfield as a Holy Land for their own Grail War. However, they couldn't replicate every aspect of the ritual completely, and could only be an imitation without the Saber class and allowed the summoning of strange Servants due to the unclear definition of "heroes".
