Having fled from the dominant military forces of his planet, Papi - the diminutive ruler - seeks refuge on Earth. Although greeted with open arms by Doraemon, Nobita, and their companions, the alien soon discovers that his adversaries have followed him to this new world. Refusing to embroil his human friends in this conflict, Papi enlists the help of Doraemon, Nobita, Gian, Suneo, and Shizuka, leading them on a grand escapade as they strive to conceal and defend him from harm.
