The story takes place in the world one and a half years after the "Shibuya Collapse" incident of "CHAOS;HEAD", and the stage moves from Shibuya to Akihabara. The protagonist Runtaro Okabe is a college student with a deep secondary illness. He often fantasizes about his shoulders and calls himself "the crazy mad scientist, the Phoenix Academy is fierce."
