Meta Pays $18 Billion Over Claims Instagram Was Built to Addict Kids

Meta just agreed to pay up to $18 billion to settle claims from nearly every U.S. state that Instagram and Facebook were designed to hook children and then sold as if they were safe. The deal cuts short a federal trial in Oakland. States alleged Meta used endless scroll, notifications, and engagement features to keep teens on the apps, knew the mental-health risk, and misled the public anyway. What Meta actually has to do now: • Default 2-hour daily cap across Instagram and Facebook for users 13–17 • Midnight to 6 a.m. lockout unless a parent overrides it • Forced pauses after 15 minutes of continuous scrolling • School-hours notification mute • Parents required to change those defaults What Meta does not have to do: Admit guilt. The money is not a clean $18 billion check tomorrow. Roughly $12 billion is locked in and paid over 10 years. About $5 billion more only lands if TikTok, YouTube, and Snap accept similar teen limits. Texas cut a separate deal worth about $1 billion, which is how the combined ceiling reaches ~$18 billion. Florida stayed out and called the number peanuts. Four of the lead states had been talking about penalties in the hundreds of billions. Meta made about $60 billion in profit last year. After the announcement, the stock went up. So the question is not “did they write a check.” The question is whether a company can pay a historic fine, keep the product, skip the admission, and still get a green day on the ticker.
