Zoltar created the chip to recruit Shadowlaw warriors for Bison, and it has the ability to control a subject's higher brain functions. Therefore, as long as the cyber chip is on their forehead, Bison can control them at will, as Zoltar demonstrates by having a test subject bang his head against the wall and kill himself. With Ryu under Bison's control and Ken unconscious and chained to a bed, Guile and Nash hurry to rescue them from Bison. Meanwhile, Fei Long learns of Dorai's supposed death and rushes to the hospital to see him, as he was in Barcelona to film a movie there. There, Interpol Chief Barrac greets him and explains the situation to Fei Long.
