The film tells the story of Sabo as the protagonist. Sabo met Luffy and Ace when he was a child and became sworn brothers. He hated his noble family background, hated the noble education instilled by his parents, and advocated freedom. On the day when he prepared a small boat to set sail, unfortunately, he met a passing Celestial Dragons. The boat was sunk, and Sabo drowned in the sea. Fortunately, he was rescued by the revolutionary army leader, Monkey D. Dragon, and was trained by him. Later, Sabo served as the chief of staff of the Revolutionary Army, that is, the "Second Number One" of the Revolutionary Army. A few years passed, Sabo replaced Luffy in Dressrosa's arena and won the game, ate Ace's relic, and inherited the will of his brother.
