Chilly Willy is a cartoon character, an anthropomorphic penguin created by Paul J. Smith for Walter Lantz Productions in 1953, who became the studio's second most popular character after Woody Woodpecker. Known for his black and white feathers, orange feet, and often a winter hat, he is a mischievous but good-natured character who frequently outsmarts other characters like Smedley the dog, often in cold, arctic settings.
