Tales of the Wizard of Oz (1961) Episode 33 The Flipped Lid

This story arc involving Dorothy trying to get back to Kansas concludes with Dandy Lion trying to get Dorothy back by growing a gigantic tree that they can climb up, as according to Dandy, Kansas is on the other side of the sky. But he's wrong; instead, Topsy-Turvy Town is! Then it leads to one of those old magnesia ("Amnesia! AMNESIA!") plot devices with the Wizard. Note how when a character with black dots for eyes gets amnesia, they suddenly grow sclerae!
