5 years after the events of the first film, Connor doesn't want anything to do with Garrett and asks him to stay away in the most polite manner possible. Garrett has cut a deal with Sgt. King to let him run his psyke business. The corrupt sergeant is also aiming to grow big in his career by becoming the Union head and has introduced a new K9 program as a substitute to the Guardians, a friendly substitute perhaps. Asusual it does seem too good to be true and the K9 victim has a sister whom King wants to be silenced.
