Shuurei Kou and Eigetsu To, co-governors of the Sa Province, are determined to revitalize the region by making it a research capital. The road isn’t easy, though - opposition still remains, and playing politics as the first female governor can be tricky. To add to the hardships, a mysterious illness in Sa Province gives a shady cult an opportunity to gain power by preying on the people’s fears.
